This paper describes the world economy in 1991 and balanced growth in industrial countries. The year 1985 has been somewhat disappointing from the viewpoint of economic growth. Expansion fell back by more than expected in the industrial world, and world trade increased only modestly. Macroeconomic policies in industrial countries are likely to be directed toward the medium-term objective of maintaining financial stability, while reducing the claims of governments on economic resources. Macroeconomic policies in developing countries reflect the considerable diversity of circumstances of the countries included in this group.

This paper highlights that economic developments in the first half of 1986 were disappointing in a number of respects. Despite the stimulus from lower interest rates and lower oil prices, the pace of activity in the industrial countries slowed. This contributed to continuing sluggishness in the growth of world trade and a further weakening of primary commodity prices. Falling export earnings in developing countries worsened the outlook for the restoration of generalized creditworthiness and for the resumption of a satisfactory growth performance.

This paper examines the trade and pricing policies in world agriculture. In the United States, the government pays farmers not to grow cereals and in the European Community, farmers are paid to grow more. Many have raised nominal producer prices but followed macroeconomic and exchange rate policies that left real producer prices unchanged or lower than before. Many have set up complex systems of producer taxation, and then established equally complex and frequently ineffectual systems of subsidies for inputs to offset that taxation.

This paper examines adjustment, growth, and the IMF’s role. Under the Baker plan, the IMF would continue to play a central role in dealing with the economic imbalances and the debt problems that countries face, a role that would continue to include the analysis and policy advice that the IMF brings to discussions with member countries. The IMF’s role will also be to continue to help countries obtain new external financing from commercial banks as well as from official sources.
